What is a good way to get latex paint off of oil based paint?

It sounds like you have latex paint that is peeling in spots over oil paint. if this is the case, it was never properly prepped or primed before the latex was applied. Now you've got latex paint with a poor bond. This is a little bit tricky because there is no easy way to strip paint off of walls. If you are hoping to paint this area again, peel or scrape away whatever comes off easily, sand lightly, fill with joint compound and sand again. Then prime the entire wall and finish paint.
