The latex will just stabilise the cheesecloth and make it less likely to crack when it's rolled or folded.
It'll act like a size.
Textile paint is usually quite flexible anyway, so you probably dont need to put latex on.

I think trial and error is you best way to find out. Cheesecloth alone will be hard to paint. I am concerned that either way may be a safety hazard due to the flammability potential. You may also want to have your fire marshall consulted if this is not the usual procedure.
you could actualy just use acrylic paints or latex - but it's the cheesecloth that has me concerned - that's pretty flimsy.
