I would take it to a dry cleaner and ask their advice. If they are willing to clean it and guarantee that they will not damage the suede, I would be more willing to try. You might also try asking the advice of a ';paint'; store that is well established. I am not suggesting that you try this without a lot of thought, but soaking fabrics in water for a while will loosen latex paint and it can be brushed away. I am not sure that I would want to do this with suede though.
