If already painted there is no need to prime. As a general rule you do not use oil based enamel over latex. You can use latex over oil based enamel.Do I need to know if the current paint is latex or enamel before repainting?
No need to prime, but you do have to sand. Any new coat needs a rough surface to adhere. Most cupboards are either poly coated or gloss paint. Sand well, remove dust, and paint.
It is better to use oil it will adhere to latex or oil paint , less than latex to oil paint
