Hi...........My experience with latex paint is that when I leave it sitting in the direct sun till it's soft enough to peel off.. I used de-natured alcohol and a scrubby sponge to take it off, took about a 1/2 hour to do with the waiting for the sun to make it soft than wash off the hard spots with the alcohol.. If your neighbor has homeowners insurance, it should cover it. Better yet, the contractor/contractor's insurance should cover it. It happens, but it isn't your fault.
If you don't want to go that route, it will probably peel off with a hard plastic spatula/scraper. Just not hard enough to scratch the clear coat. Bugoff will probably work too. I think it has acetone in it, but it doesn't hurt the car's clear coat.
there is a clay bar you should be able to buy from any auto parts store that is designed to remove overspray from auto paint.

If their illegals why don't you turn them in? I know thats not really gonna solve your problem, but you can at least get rid of annoying neighbors =) Anyway, my fiance' just had the same thing happen to him.....We used soap and water and a cheese knife to pick most of it of, but we are still looking for a better solution..........
